What the role is

Sector Strategy and Development (SSD) develops policies and programmes which deliver:
a. Sustainable and well-planned services
b. A competent and future-ready workforce
c. Future-ready social service agencies that deliver quality services, and
d. A well-resourced sector with active contributions from the community.

The Manpower Policy and Planning Division will develop and review sector-level policies and drive manpower planning for the social and early childhood sectors.

What you will be working on

You will oversee the Manpower Policy and Strategy team to drive sector manpower attraction, retention and optimisation strategies to ensure an adequate supply of manpower for our sector, especially for key professions.

Key Responsibilities:
  • Monitor supply of key professionals to meet sector demand, and work with Institutes of Higher Learning to ensure adequacy of pre-employment and continuing education training pipelines.
  • Develop strategies to promote sector manpower optimisation in areas such as job redesign, alternative manpower models, and workforce localisation.
  • Ensure the effective implementation of manpower pipeline strategies on sector branding, attraction and retention of key professionals for the sector.
  • Develop/ review policies on progressive Human Resource practices, and Innovation and Productivity in the sector which support organisational capacity building.

What we are looking for

  • Tertiary education in a related discipline, with interest in the social sector.
  • Good understanding of Singapore’s social service sector/ landscape would be an advantage.
  • Creative, analytical, resourceful and highly motivated.
  • Strong data analysis, systems-thinking, and policy development skills.
  • Strong written and verbal communication skills.
  • Strong interpersonal skills; comfortable working with people of all levels and able to build good collaborative relationships with internal and external stakeholders.
  • Effective team player with good team and project management skills
  • Ability to translate policy considerations into implementation, balancing strategic policy objectives with practical ground realities.
